— From the Detroit CoC's vision

The Detroit Continuum of Care (CoC) is a year-round planning body of representative stakeholders working toward ending homelessness. The coverage area is Detroit, Hamtramck, and Highland Park. The CoC’s work includes gathering and analyzing information to determine the local needs of people experiencing homelessness, implementing strategic responses, and measuring results.

The Detroit CoC coordinates the implementation of a housing and service system to meet the needs of all persons experiencing homelessness throughout its geography.

The continuum has a board of elected and appointed leaders with the authority to make decisions on behalf of the Detroit CoC. Committees are the action planning components of the continuum.


The Detroit Continuum of Care’s vision is a collective response to prevent and end homelessness, grounded in racial equity, where:

  • The system is led by people who have experienced homelessness and who reflect the community

  • Members of the community rarely experience homelessness, and when they do, it’s for a short time and only once

  • Homelessness and housing priorities are intentionally aligned for housing security

  • Housing and services are rooted in dignity

How to Become a Voting Member of the CoC

In order to become a voting member of the Detroit Continuum of Care, the agency or individual must be a member of the Detroit Continuum of Care in good standing and complete a Detroit Continuum of Care Voting Member Application Form. Attendance at least one CoC meeting prior to submitting an application is required. The application can be found by clicking here.

Please note that this application is only needed for new individual/agency participants or individuals/agencies who are no longer in good standing due to not attending meetings. Each application will be reviewed and approved by the Continuum of Care Lead Agency following CoC-approved application standards.
